A commentary by Marcin Frąckowiak for Prawo.pl on the pilot programme for reduced working hours

The Ministry of Labour has published a list of 90 entities selected for the pilot programme of a shorter working week. Nearly half of them are entities related to local government. Among private-sector participants, small and medium-sized enterprises are the most strongly represented. According to lawyers, such a selection of participants does not allow the project to be considered representative. The significant participation of public offices also raises concerns about their accessibility for citizens.
In an article for Prawo.pl, Marcin Frąckowiak – Managing Counsel and Attorney-at-law in the Labour Law Department at Sadkowski and Partners – commented on the matter:
“From the outset, this study is not transparent, as it is addressed to entities that want to take part in it. The study itself is only half the work. The other half is the proper selection of the research sample. Meanwhile, in this case there were no prior preparations for the study, such as a survey addressed to a broad group of entrepreneurs from various sectors of the economy. Let us also look at the reasons for starting the discussion on reducing working time. The most frequently repeated argument was that… nothing has changed for 100 years. In other words, the idea is based on historical analysis. Therefore, I believe that the usefulness of this study will be very limited,” our expert comments.
