In the latest issue, among others:

• Deregulation of energy legislation

On May 27, 2025, the Parliament received a government bill amending certain acts to deregulate the energy sector.

• Deregulation of construction law

On June 9, 2025, the Council of Ministers adopted the bill to amend the Construction Law and other laws. Despite numerous amendments, the provisions of the Construction Law still contain regulations that contribute to the complication of the construction investment process. The government’s intention is to simplify the procedures currently in the construction law.

Our expert pointed out that:

• A draft amendment to the Act on Planning and Spatial Development and Certain Other Acts, containing a change to the provision making the possibility of issuing a decision on the location of a public purpose investment dependent on the entry into force of a general municipal plan, was submitted to the Sejm on May 28, 2025.
• The amendment to the Act on the protection of the rights of buyers of residential premises or single-family houses and the Developer Guarantee Fund and the Act on competition and consumer protection, including, among other things the imposition on developers and other entities offering real estate developed as part of development projects of the obligation to maintain their own website, on which prices are published from the start of sales, together with all changes thereto, was signed by the President on June 5, 2025.
