In the latest issue, among others:
- The “DOM” portal will provide access to up-to-date and reliable information on transaction prices for apartments and detached houses
On October 17, 2025, the government bill amending the Act on the Protection of the Rights of Purchasers of Residential Premises or Single-Family Houses and the Developer Guarantee Fund and certain other acts was submitted to the President and the Marshal of the Senate. According to the status update of November 6, 2025, the Senate did not propose any amendments, and the bill is awaiting the President’s signature. The proposed regulations envisage the DOM Portal as a tool for presenting statistics on transaction prices on the housing market.
- Amendment regarding the validity period of building conditions
On November 6, 2025, a parliamentary bill amending the Act on Spatial Planning and Development and certain other acts was submitted to the President. As a rule, on January 1, 2026, decisions on development conditions will expire 5 years after the date on which they became final. However, according to the planned amendments, decisions on building conditions issued on the basis of applications submitted before October 16, 2025, will be indefinite, even if they become final after December 31, 2025.
- New rules for real estate rental busienss in the amendment to the regulations on family foundations
On August 29, 2025, the Ministry of Finance presented a draft amendment to the regulations on the taxation of polish family foundations. The changes will clarify the present provisions – the draft assumes that income from short-term rentals will be excluded from corporate income tax (CIT) exemption.

Our expert pointed out that:
- The government’s draft bill on special rules for preparing and implementing strategic and key investments in the field of national defense and public safety, and establishing protection zones for certain restricted areas, covering, among other things, simplifications and improvements to the investment and construction process in the preparation and implementation of strategic investments, was signed by the President on August 5, 2025.
- The government’s draft amendment to the Act on investments in wind farms and certain other acts, concerns, among other things, reducing the minimum distance between wind farms and residential buildings from the current 700 m to 500 m. On August 21, 2025, the President refused to sign the bill.
- The government’s draft bill amending the Construction Law and certain other acts, including provisions aimed at accelerating the investment and construction process and reducing the burden on investors, was given its second reading at a Sejm session on November 6, 2025.
